A comprehensive teacher evaluation system should provide different experiences for the probationary status teacher and the continuing status teacher. The probationary period is a time to frequently observe, conference, support and ultimately make employment status decisions. The teacher who has demonstrated the skills to be awarded continuing status will experience greater benefit from working in collaboration with the administrator in setting and pursuing goals associated with professional development and student achievement. An excerpt from the evaluation sequence is shown below.

EVALUATION SEQUENCE
PROBATIONARY STATUS
(The first three years of service)

Frequent observations and conferences by the evaluator. Frequent opportunities to work with an instructional specialist.
Required professional development courses.
CONTINUING STATUS
(A three year evaluation experience)

A goal setting/implementation year initiates the sequence.
Continued implementation, data gathering and frequent progress checks are the focus of the second year.
The third year includes data analysis, observations and conferences.
